    rpm's surging when cold

first time trying this fellas.I have a 95 nautique gt-40 efi,and when it's cold[engine temp that is] the rpm's surge all the way to 3000 rpm then smooth out. When the boat reaches 150 degrees it's smooth at any rpm, scanned it and no codes, new fuel filter, cap, rotor. Any ideas ? thank's

I need to revisit the manual, but I'm 90% sure it is the EEC-IV TFI module. There is a start-up mode and that part of the module is probably bad.
