So this is to plug the paddle wheel if it is removed?

I have an 02 SAN. It has a white hull with a navy and gold stripe. The tower and bimini are navy also. I launch at Bolding Mill and ride on the Chestatee. Feel free to say hi if you ever see us.
I think your suppose to use it when towing your boat a long ways. That way the wind is not spinning the crap out of your paddle wheel and possibly damage/uncalibrate it.
It is used to plug the hole of the paddlewheel, when servicing the paddlewheel while the boat is in the water I think, they came with after-market perfectpass systems i believe together with a spare paddlewheel, axle and O-rings.
