Cannot get perfect pass to work... help please

The boat is a 1999 SN, GT40.

I have gone through the manual online, reset everything, started from scratch... still not holding the speed. I've tried RPM mode and Speed Mode, neither one work.

Where should I start here.

When the ignition button is pressed, there is tension on the perfect pass syncro

PP has a PDF of how to test everything to see where the issue is on their site. I had a voltage issue this fall and quickly figured it out running through their tests.
