Can anyone identify these hubs so I can figure out how to service them?

Looks to me like a UFP torsion axle hub without brakes (I can see the pinch bolt through the hole in the wheel), a dirty one at that. I have replaced both of mine after they started leaking. Considering the replacements are so reasonable I prefer to just replace them completely versus service.

I would consider that amount of grease splatter pretty normal, just needs a good cleaning...
Those should be pressurized, pop the center cap and it should expose a zerk fitting that allows you to pump some grease in. There is a spring on a floating piston that keeps the grease pressurized so no water can enter the hub. Under normal conditions the center cap should protrude about 1/4" beyond the hub exposing a blue ring. You will probably need to wipe the grease off to expose the blue ring.

Can anyone recommend some grease that would be compatible with grease it came with? Is green grease OK?
