What do you mean they're not functioning properly? Do you have them open? (they should be open.)

there is a main raw water intake ball valve located under the engine cover that needs to be open. Also make sure the vents are open at the driver's seat. Even if your pumps are going bad if you are driving it should still fill.

Honestly- if you are unfamiliar with the system prepare to be disappointed.

Oh come on. It's not that bad and in 2000 we were happy to have anything at all.

Anyway, to the OP: This model-year does not have electric seacocks. It's just one manually operated ball-valve in the bilge just in front of the engine. Make sure that's open.

Next, there are two air valves to the right of the driver seat. Make sure they're open. If they're all open the tanks will fill by themselves while you're running down the lake. If the tanks aren't full by the time you get to your ski spot then hit the fill switch and let the pump finish it. Once you have water coming out of the overflows in the back of the boat, turn the pump off and close the air valves. No need to close the ball-valve if everything else is good.

In 2000 the stock pumps were simple bait-well pumps. There's no replaceable impeller. If the pump goes bad, you replace the entire pump.
