Question about voltage at coil on 1993 PCM 351 Windsor

I am having a problem starting the motor when the voltage at the coil is less than 12 V. We have 12.8 V off of the battery, but read less than 12 V at the coil. The voltage is inconsistent as when 12V is present the motor starts instantly, but when less than 12V at the coil engine will not start. Could this be a coil problem or is it a voltage supply to the coil?

did that boat come with pro-tec ignition and changed over? typically a coil will either work or it won't. i would ask this over on correctcraftfan.com .
