Best way to clean air filter?

I couldn't find this question/answer via search. What is the best way to clean this air filter?

I normally use mineral spirits in a parts washer and compressed air. But I have used brake clean, but it gets expensive when you clean multiple flame arresters. If you use brake clean spray form the inside of the flame arrester and use a old rag to catch the excess fluid and do it out in the open not inside.

SO gas and compressed air is not a good idea? Also, sorry for the DUMB question, what is the main function of this, air cleaner and/or?
