It's sluggish when accelerating, while idle and in gear seems fine, when i get to 1/4 throttle you can tell its not right, it should have started to pick up, but it is sluggish. The gas could be bad I just bought the boat and the gas could have been sitting up for awhile. I did not check the gasket but it seemed to fit well and screw back on just fine, could I have got air in there and that cause it?

Well, there are many possibilities but if pjoachim is right and you are sucking air in at the water strainer, it could be enough to make it run hot and put it in limp mode which will not allow you to rev past about 1/4 throttle. If it is going into limp mode though, the big red engine light should be lit on the dash and the temp should show around 200deg.
Other things that can do this are switched spark plug wires, and then other things including fuel like you mentioned. Eventually you may work your way to reading the fuel pressure off the fuel rail.
How freely does the prop turn, now that you've tightened the packing?Rob

Thanks guys. I don't think it's running hot it's at around 160 all time and the light goes off when in gear. No switched wires or anything like that. Believe it or not I was thinking the same thing with the prop and took the boat out of the water thinking it had grass looped up in the prop, nothing there, spins just fine by hand. I really hope the fuel filter is clogged??

Well, at this point, I would put a fuel pressure gauge on the fuel rail and see what happens when you begin to accelerate.
One of the smart guys on here has posted beautiful pictures of how to do it, you can probably search for it. If you do this, you will really begin to narrow things down.
You can probably pick up a pretty good fuel pressure tester at Harbor Freight cheap, if you don't have one.
EDIT: the small red light that goes out when you rev in gear is the v-drive oil pressure light. The check engine light is a bigger (almost 1/2") light in the center of the dash. I think your '97 has one.Last edited by crobi2; 07-14-2013, 10:50 AM.Rob

Corroded distributor cap was the culprit for the sluggish throttle, new cap and plugs, back running like its suppose to, i went ahead and changed fuel filter and the hose in the FCC is good as well, now hopefully I can focus on working on other things that I had planned for the past two weeks I've been dealing with this.
