Drain in Bow

Can anyone explain the design of the hull and front bow section on the older 206 design [2003-2006]. There is a small drain in the very front section of the bow in case you get some water in there. If you remove the seat cushion you can see the drain. Here is my question, where does this drain go and how is this section assembled? I know the bow storage locker and seat base assembly in the bow is one big piece. But, under the storage locker there is a gap between the locker base and hull of the boat. I have run my electrical fish tape through the drain before and it does come out in the gap...so in theory the water would run in the hull. When I take the cover off the drain, it is practically occluded with flotation foam. This does not seem correct, but I don't think I can do anything about it.

I would assume the 216 and Super Air of that vintage would be the same.

I seem to remember this coming up in the past, although it has been a few years since anyone has posted about it. I seem to remember others finding the foam blocking that drain, and they went in and cut/forced the foam out somehow. I can't remember exactly what they did though.

I had to cut my drain open. It was totally blocked. It now drains straight to bilge.

I had previously opened the drain as much as possible several years ago. I had so much water in the bilge it worked its way up through this drain. I just don't like the fact that it is not totally open and that I now have a small amount of water in there that I can't easily remove. I had the trailer jacked up as much as possible to make the water run into the main bilge and then last night I ran my dehumidifier for the night.

I'm probably being too anal about this...I just don't like the water sitting in there where I can not really see what is going on.
