    Ballast Mystery or Ballast Stupidity?

I'm trying to fix a ballast issue on my 2007 216 but it has really got me stumped. The port side ballast pump won't fill or drain. I moved the port pump over to starboard and it worked fine. Then I moved what was the working starboard pump to port and it wouldn't work. I then switched both relays from the starboard side to port side and the port side still won't work, but starboard will. I get 12V at the pump wiring harnesses so I'm at a loss of what could be preventing the pump from running. Any ideas?

Could be a short in the wire or a bad contact at the harness and moving it connected the problem and gave you the 12v reading. Clip your meter to the contacts and move the harness and see if it is consistently 12v. Also, check the amps are you getting.
