What is the best way to remove the oxidation my boat is red white and blue also my seats have some mildew I can not get off

Pictures would help. Depending on how bad the oxidation is will determine the steps needed to be taken in order to correct the problem. It could be as simple as a light buffing, or as complicated as wetsanding, compounding, and buffing.

As for the mildew, it can be tricky to rid. Once you get the surface mildew off, if there is more deeply embedded in the vinyl your best bet is to leave it out in the sunshine for a couple days.
