I tune cars . And the 30,000 over I'm calling BS. The eec4 may demand more fuel but this won't make that big of a deal. Just for my curiosity do you have any air to fuel readings? Surging could be a lean or rich condition. If possible I would install an adjustable fuel pressure regulator and give it a global change by turning up the fuel pressure by 2-3 pounds and give that a try. I'm not too familiar with this particular combo but if it's EEC 4 I'm assuming it has a mass air meter? If not then its speed density and could simply need a tune. We tune EEC 4 a lot . It's relatively simple with moates software or you could buy a pms by Anderson motorsports of which I highly recommend as it adds a map sensor. Pm me with questions
Adding fuel pressure is a bandaid because it will add everywhere in your rpm range. By using a tune or tuner you can adjust the injector duty cycle at idle thus increasing the richness or vise versa.
If you had readings you could simply have a tune made , drop it on a chip and slide it in the PCM but personally I like the Anderson pms
If it has a mass air meter you may just be able to purchase a mafia mass air extender. With the turn of a knob you can change curve.
Something else to check would be the tps sensor (throttle position sensor ) it should read close to one volt at idle. They have slots in them to turn . Also did you check the inline spout connector from the distributor ?
Make sure it's plugged in all the way. You unplug this to adjust timing and then plug it back in. It's a grey colored piece of plastic. I've seen to many people adjust timing on these cars without unplugging it. This causes serious timing issues
