Prop Shaft Packing Gland Safety Wire

I was trying to figure out if I had a dripless prop shaft seal in my 2005 SANTE (I think I have the standard drip seal). Do I need to check it when the shaft is turning or can I time the drips when the engine is off and the boat is just floating? I also noticed that someone prior to me cut the safety wire (see the attached photo). Does anyone know what length and thickness safety wire I should pick up locally to replace the cut safety wire? Can someone attach a photo of how the safety wire should look when properly installed? I assume that not having the safety wire is a safety issue, so I want to get it replaced as soon as possible. Thanks in advance.

Potentially without a safety wire, running your boat in reverse could spin the nut off the shaft and cause you to sink. I found my boats previous owner had used a safety wire but saved $5 and not used any seal...yes you get more than a drip with no seal.
