Hydro Gate Screws are loose

I have an issue that one of the screws that hold the hydro gate to the hull is loose. It will not hold when I screw it back in as the threads must be damaged. Any advice on this type of repair to prevent water damage and to repair the hydro gate?

I'd fill the hole with epoxy...let it dry...drill a pilot hole into it...coat the screw with 3M 4000 and put it back in place.
