Sealing ballast tank on 2000 SAN

The cap on our 2000 SAN starboard side ballast tank is no longer air/water tight. So, it leaks when completely filled and I can't fill only the port side tank. I've taken it to a dealer with no luck. Any suggestions? (I wouldn't mind a permanent seal if someone knows the best way to do this, even if it meant could no longer replace the sending unit when needed.)

The trick is finding something that sticks to the plastic tank. I don't think standard bondo stuff works. If it was me I would try one of these:

You will be better off using a plastic welder something like this:

I've repaired a few kayaks which are built like the tanks in our boats. It's easy to use take it easy and don't melt to much at one time.
