Well, I think this was a dumb question. It has to go over as there would be little need for it if under, other than changing the canvas. It just fits tight and is hard to snap over the bar and seams to pull hard on the loop. This is on the front of the bimini.2013 G23 450 with NSS (175hrs) and still have the original prop
