'92 Barefoot Nautique / PCM HO

Hello, forum. I have a couple questions about a '92 Barefoot Nautique / PCM HO I've been asked to help with.
First, when I connect the battery and accessory terminals at the battery, at the helm I get nothing; no starter attempt, no blower, no bilge pump, no engine cover lift. Nothing. It's like the system is totally dead. I do have the push-button ignition switch engaged with no red backing light at the switch. None of the switches glow red. The battery measures 12.1 volts. I must be missing something.
Second, there is an oil hose disconnected and hanging in the bilge. I think this open hose is responsible for leaking oil directly into the bilge. The bilge water has definite oil, what looks like used engine oil. It's a mess. I've included a picture of this hose. Does anyone recognize this hose and know where it's from?
    Thank you,
    J

That looks like the oil drain hose that is missing a cap.... Basically - if that cap is there you may not have oil on the engine.... As far as the electrical - that main push button circuit breaker in the dash may need to be replaced... I believe they're about $35 at Nautique parts.com
If I remember right - everything goes through that button. Those years didn't have the best grounds at the dash either.
