New 200 2016 rpm too low

Have the new 200 with the 5.7 cat engine and arrived with the 668 prop

During break in we only achieved 4400 max rpm WOT

Manual and engine plate States min 4800 to 5000 at Wot

Dealer says they are sending another prop to fix this ?????

Why did it arrive with the 668 prop in the first place ' are these boats not tested in US Before shipping half way around the world.
I am at sea level in salt


Anybody had the same experience with rpm

Wrong prop for your application, no doubt. 654 is likely your prop of choice.
