Boat list to starboard side---no water in tanks --no water in hull--also sits on lift the same way. Appears it must be heavier on this side. Repair people say motor is offset 1 inch to starboard side and there is more bracing , cables etc. on starboard side. Anyone have an ideas why it might be doing this? Just bought this boat.

The helm and all associated likely puts a bit more weight on the starboard side however the right rotation of the prop should offset that, are you seeing a list while underway also?
Motor should be aligned with the shaft which should be in the center of the boat, did they check the alignment?

it does it while underway---it has a 3 blade prop and someone told me it should be a 4 blade? don't know if that would make any difference. They were not working today so I could not ask about the alignment.

Not true on prop, originally likely was fitted with a 4 blade however certain size 3 blades would be a good alternative for your boat depending on use. See if you can read any numbers on the prop to determine what size/pitch it actually is. If slight list while underway with just a driver that could be normal particularly if the driver is heavier in weight otherwise sounds like you have a weight problem, ballast as mentioned or is there maybe some hidden lead or something.
