    97 Super Sport steering Problems under power

    I just bought the boat this season, so I do not know what is normal for this exact boat but I had an 01 and my buddy had an 03, my steering is not like these other boats.
    The boat steers very hard under power. I started with a new cable, not much if any change. Then I pulled, cleaned and regreased the rudder assembly (I did not pull the packing or the rudder box). Now the rudder moves very nicely without the cable attached, the steering wheel is pretty easy to turn (1 finger) even with the rudder attached. Under power is a different story, It steers really hard even at low speeds. I think it is in the rudder, but what?? The old grease was like glue so I was happy to see that, I thought it would be an easy fix. Malibu uses an assembly with grease fittings and Teflon guides. This almost looks like just brass on brass with a packing at the top. The boat only has 250 hours so I don't think anything is worn.
    It feels like the rudder is binding under power- Any Ideas??? Thanks -Pat
