I can hear the fuel pumps come on when I hit the start button. So surely it is getting fuel. Has to be a spark issue.

Update:
I went to Autozone and rented a Fuel Pressure Gauge.
When on the top of FCC I get 50 psi that goes up to about 55-59 when in the throttle as it starts missing.
Same with the crossover for the injectors 48-50psi upon start up 55-59 when in the throttle and back down to 50-49.
I took out the anti-siphon deal and cleaned it up and made sure it was working. Well I sprayed carb cleaner in it and pushed on the ball to make sure it still moved and it did. Then re installed it. Not sure how else to test it.
Should I bypass the 60amp breaker and see if it is the problem? I have no idea where to go from here.

its worth a shot, but if yours is maintaining fuel pressure its a different problem than mine was having. If I remember correctly, my fuel pressure would drop to almost 0 when it was surging. Checking the timing would probably be your best next move. I remember another member was having similar issues and traced it back to one or more faulty spark plugs - apparently the insulation was cracked and it was shorted. he said that he could see it arcing from the plug wire to the block when it was dark enough.

Yes I ran it without the spark arrestor and it didn't change. I might try taking the throttle body apart and giving it a good cleaning next.

I had already posted regarding that it is most likely timing or an issue from the distributor to the wires or plugs. It seems like your reluctant to check the timing or tackle trouble shooting it. If you have any questions on how to check it and what to look for your welcome to shoot me a message and I will give you my number.
It may seem completely absurd but if you have two plug wires swapped which is very easy to over look and accidentally do it will do exactly what you are saying. Don't ask why I know this 🤔 the engine will turn on, it will run, but will act like its dying and bog out when you hit the throttle.
Also check your plugs, not too bad to get too. It's a cheap fix if it's an issue. Just read your plugs and if your not sure what your looking for its very easy to do a quick Google search on "reading plugs" shows you pictures and exactly what your looking for as well as possible trouble shooting depending on what you see.
Check the cap and check all points to see if anything is misaligned, corroded, etc.
Check your rotor, may need to do a full distributor swap.
Also check all your plug wires, see if there are any cuts, melting, bad cap connections, etc.
I truly believe it is one of these causing the issue.
Reason behind this, you know it's getting fuel. You know it's getting air. Leaves one big possibility, and that's spark. I don't think bypassing the breaker is in your best interest. Work one problem at a time, it will narrow down your search.

Do tell how you adjust the timing on an Excalibur?? Base timing using the diacom software perhaps but not timing?
Believe he has replaced cap and rotar, so now it's time to look at plugs and wires, double checking wire order also a good idea at this point.

Agreed you need to be diagnosing this issue and not just replacing parts... All that will do is introduce more possible problems and empty your wallet! Let's assume timing is correct until you have gone through checking plugs and plug wires. If you have a multi meter that reading resistance check each plug wire for a high resistance as well. Each brand of wire has differing values, but all should be fairly low. If you have an abnormally high resistance through one or more wires I would suggest replacing them to see if the issue improves. Read the plugs as well aa that simple diagnosis can tell you much about how the engine is operating.
If you have a dealer close it might be worth a bit of time and money to have them use the Diacom to see if there is an issue it can show you or point towards.Jason
