Check the battery cables to make sure they're not corroded internally. Had this happen on my 2001, and it kept popping the 20A fuse because it was trying to draw all current through that wire instead of the cable.

Sometimes it's just a good idea to replace with new cables and ends... You would be surprised the current drain with old cables... Even some that look ok...
