    94 5.8L hot start issue

My friend's boat, and my main slalom source, has a hot start issue. Boat is a 94 with the 5.8L. I did a lot of searching on the vapor lock issue. After sitting a while, the boat will not start. It starts fine when cold. The solution to get it to start is to remove the spark arrestor, unhook the throttle linkage, and then manually stroke the throttle. I suspected vapor lock, and put a pressure gauge on to see. When the issue is happening, the gauge is reading around 16 psi. Even when the engine is running, it still shows around 16 psi. If it was vapor lock, wouldn't I see a lot lower pressure? Do you guys have any thoughts or suggestions on what to try next? Engine doesn't have the FCC conversion that I read was available.

We changed out the IAC yesterday, so far seems like the problem is fixed. It also fixed his high idle issue. Old one was pretty worn.
