2008 air nautique keyless start and belly tank won't fill

2 questions. 2008 air nautique 210. The belly tank will not fill. Opened up the ballast motor and the motor is spiking just fine, but will not pull up water when at dock. Does the boat need to be moving? The valve is open. Fill port under boat is not clogged. Port and starboard fill just fine. Any idea?

also, we have at the boat for 2 years, the code was given to us for the keyless start from the marina. We cannot shut down the boat with the code. When leaving the cottage I put the code in and hit stop, but all you need to do is hit the start button twice the and boat fires up without putting the code in. I have read the Manual and did the start up and shut down procedure but it doesn't do anything. You can still start the boat without the code. Is the code they gave us the master for the boat and we need to put in our own code or what should we do?

For the tank, I assume it has an impeller pump. When was the last time the impeller was changed? If it is worn, even if it is spinning, it may not have the seal to lift the water. Assuming they are all the same age, might as well replace them all. Same goes for water pump for the engine.

For the code, on my 02, after hitting stop, I have to put the code in again and hit stop again. That turns off the ignition and all the accessory power. If you don't put in the code and hit stop again, you can start the boat without putting in the code. I thought there was a time out on that, but maybe not. Also might be different between 02 and 08.

On the code part, you can change the code, I think the procedure for that has been detailed on this site at some point. As Azeus stated, same procedure for my boat, I need to input the code, then hit STOP to kill everything. Hitting stop once only shuts down the engine, leaving accessories powered up and engine ready to fire up again after hitting start.

In my 08, the first press of stop will shut the engine down, a second press will then turn off accessories and you will hear your gauges motor back to zero, AFTER this you can then input the code and press stop a third time to put the boat back into stand by mode.
