I had the same issue with my 2016. When it sat overnight the starboard ballast would read 40% full the next day. I decided to check to see if the valves were closed all the way and the starboard tank valve was slightly open when I pressed down on it. I think the cable just needs to be lengthened, but I haven't taken the time to do it and I don't want to take it to the dealer for such a simple fix. For now I just press the valve closed before I cover it up and that has been working for me. Hope that helps!
