Sv211 ballast not working.

I recently purchased this 2005 Nautique and when I lake tested it, I only tested the port side balast and it works fine. I should have tested them all. Well I can't turn the knob in the helm to open the belly ballast. The starboard balast valve opens but when I attempt to fill it the tank, water starts coming out of the overflow right away. Now that I think about it, maybe the Guage just says empty and is full. I've never had a boat with an internal ballast system, if anybody could point me in the right direction to fix these issues correctly I would appreciate it.

you should definitely be able to tell if one of the tanks are full. a lot of weight and will lean the boat. I don't have original system, but the pumps should be almost like you bilge pumps. there are owners manuals on this sites home page, might be of value. should be able to run some searches on here and find a lot of posts on this subject.
