Why are my ballast tanks dumping on their own?

Have a 14' 210 with 1150lbs of the factory installed ballast tanks. We fill them up full to start out. After a while we will turn off the boat and restart it. It goes down to like 840ish lbs. While running the boat though it says we still have 1150lbs. It takes roughly 2-3 min to fill it back up. No excess water in the hull though. Anyone have this issue?

What happens is once you fill them up and they overflow they create a siphon and it starts to empty them through the overflow. I put a bilge plug in my overflow but have remember to take it out prior to emptying as not to suck sides of bags and tank in.
