Fixed it
the lead out of the alternator was rusted to ****
i replaced the nut, scraped all the corrosion off the connection and wire brushed the stud coming out of the alternator
apparently I had touched the stud when I originally tested for voltage. Since I couldn't see where I was touching, I had no idea of the rust
testing again with a buddy gave results from 3v to 9v.
Fired her up again and im getting 13.9 at the dash
