I took off the wake shaper plate off my 210 to clean the metal plates (might be wrong name). The circles around the screw holes has some silicon stuff around them, I'm guessing this is squashed out 3m 5200 from the screw holes. But I could be wrong. Should I remove all this, or is this there on purpose so the metal plates does not scratch the fiberglass?

That's the hydro-gate and I think you are correct the sealant you are seeing looks like the marine sealant that they put in the holes before screwing the plate to the hull to seal up the holes from water intrusion. I could be wrong, but I'd probably take the old stuff off and squirt some new into the holes when your putting it back on. From what I know about the 3M stuff, that may have been 4200 as 5200 is supposed to be more permanent I think. Check both before reapplying but definitely clean up and put on new.
