Water entering boat when weighted down

Anyone else experience(d) this: when I have ballast filled water comes into the boat through the seam between upper and lower deck at the stern. So that's the line where the platform is mounted. Haven't been able to locate the exact spot but know it's somewhere on the port side.

There is a sealant used to seal up the two halves together. Probably need to remove what you can see and apply some new marine sealant.

Nautique said to use Sikaflex on the hull deck joint.
