I have some paper think flaking on the bottom of my boat. 5 years ago I had some large scratches in this area that I had fixed. I am thinking that his is over spray that is flaking. I am thinking that I can sand this to smooth the flaking. Under the flakes is clean, smoother gelcoat. What is flaking is rather opaque...

    Input would be great!

I suppose you could sand it smooth. Repair obviously didn't last as intended.

I would agree given you sprayed a repair in that area. Overspray that landed outside your repair area where it wasn't sanded. No sanding equals no sticky of the gel coat. I'd just sand it off back down to the original gelcoat it will just keep flaking where ever it wasn't prepped with sand paper.
