hole behind PCM decal on exhaust manifold

Have a leak in the exhaust manifold behind the PCM decal. Decal came off on the driver side and looks like there is a manufactured hole int it and not sure what it is for.
    Is this a manufactured hole?
Do I need to replace the manifold or reapply glue to the decal?
what is the weep hole for, is this a sympton of a different problem?
any insight would be appreciated for this new boat owner?

There shouldn't be any holes in the risers. I suspect it's rusted out. Is it leaking/

If it is weeping, you could try JB weld on it to get you back in the water till you get a permanent repair.

that boat has been run in salt. replace your manifolds and risers before you end up replacing the engine.

thank you for the replies. sfjakey you are correct apparently this boat was purchased in the San Fran area and has a closed cooling loop for running in salt water. I am replacing the pair of intake manifolds and risers. apparently there are two soft plugs on each side and expect that the other 3 are close to going too.
