Jeclarke the spinning prop in neutral is called a dirty neutral. The first thing you can try is to change the transmission fluid. Make sure you pump out about 2 quarts. Fill it to the full line while in the lake. Run it a couple of weeks and change it again.

I don't think it's dirty fluid. This is my 9th season with the boat and i've only put 120 hours on it. 220 total on the boat. I change the fluid myself at the end of each season, with less than 20 hours on the oil. What else could it be? Perhaps it is normal.
It's perfectly normal for that year model. I had a 1999 Air Nautique and the prop would spin in neutral from the day I bought it new. There's nothing to worry about here.
I would change the fluid, if you have neglected your transmission for too long and the plates are warped then it will still have a problem. But if it is not to bad then maybe you will get lucky. I have seen it happen before. Good luck.
