2007 236 6.0 liter 375 hp with throttle issue

A friends 2007 236 with 6.0 liter will intermittently cut back to idle speed from any rpm range. It seems to happen more often after using PP for surfing. After using PP to surf and turning PP to "OFF" the engine will cut back to idle even though the throttle is in any "above idle" position. Any thoughts?

throttle cable is really long. like 16 ft. i always had some weird quirks when using PP on my old boat. could all be a TPS issue.

if you turn the PP off it should default to throttle lever position, but may not as a fail safe?
