Boat apparently never in salt water. 2007. Spent whole life in AZ. I know water is hard there but should I be concerned about this rust?

If it spent time in salt you would see other signs of rust. Seat slides, exhaust risers, perhaps rust rings at stainless items like lifting rings, bow eye or bright work, pitting of aluminum. What you are showing seems normal to me.
How about the trailer? A couple dips in salt will show up right away if its a painted trailer.

AZ does not equal salt-free. Firebird Lake is the saltiest water I've ever been in for example. That corrosion looks a little excessive to me. A fresh water only AZ boat should look pretty clean under the hood.'08 196LE (previous)

Not sure about rest of the boat but what’s shown in your pics is nothing that would scare me from buying. Those parts may have been cadmium plated instead of painted (my engine mounts were) cadmium won’t last forever around wet environments salty or fresh. Hit em with some rust away spray then wash it off and put a coat of epoxy spray paint on it.

Most likely zinc plating Tom. Cadmium plating is one of the best platings for salt but it's highly toxic to the ones doing it and the disposal of the used materials. The EPA had really cracked down on that sort of thing making it very expensive to do. 30 years ago it was a dollar a pound to do,50 dollar minimum.At the time I was restoring a MG car and had all the oem bolts replated. Soon after that I did my Correct Craft Mustang and had all those done too. Zinc not as toxic,has replaced it but is not as good. I agree on everything else you said. Parts like the nut and lock washer could easily just be replaced if like most of us your OCD kicks in.

True perhaps the factory gold zinc’d in 07. I was lucky enough to have mine cadmium plated gold when I redid them and of all the places Van Nuys Plating in my home state of CA (which is EPA central) offered cadmium plating services. Its really not worth the hassle and cost though compared to epoxy painting but yes if your “OCD” enough then you can check out “vannuysplating.com” on the web and you can ship to them for cadmium plating. The good old days are over.... It’s like a $10 a pound now with a $90 minimum.....

I believe that the manual says to spray bare metal parts such as the engine mounts with a rust preventer such as WD-40 at winterization. Other than us OCD people, I don't think most people do it. I suspect that's how the mounts in the pic got the way they are. I wouldn't be too concerned. Probably the result of condensation in a damp bilge and not salt, based on the trailer condition.2007 Malibu Wakesetter 23 LSV, 1995 Cobalt 200
