    SV211 power issue

It seems like I am having a power issue with a 2007 (300 hours) sv211 I purchased in December. I am only getting 3900 rpms with WOT and a top speed of 36 mph with empty ballast and 2 passengers. It is slow to get on plane and struggles with ballast full and hydro gate in wakeboard mode. It seems like it has run at full power a few times with higher speeds and rpms.
Here is some other pertinent information.

Colorado boat - current lake is @ 7000 feet altitude
It sat all winter with 1/4 tank of fuel - possibly creating condensation in the tank
Not sure what type of fuel previous owner used
I have run through a full tank of no ethanol fuel
I believe it has the stock prop for a 2007 limited team edition
I added some fuel injector cleaner to my last full tank of no ethanol gas and ran a 1/3rd if a tank through it

Anyone have any ideas on what the problem is?

When was the last tune up?
fuel filters, plugs, wires, rotor, cap all can play a factor in this

Not sure on the last tune up. I did an oil change, new oil filter, and new impeller when I de winterized. Sounds like a tune up is in order.
