Fuel Guage problems -

my fuel gauge reads empty all the time. I disconnected and reconnected the wires from the back and ensured a tight fit. Still Nothing. I've read that you can test the unit with am ohms meter but what would I connect them to? see attached image. My guess is sender unit is bad, but it is getting annoying staring at the lo fuel light and am running into dead ends.
