When i try to run all 3 ballast pumps at the same time the system shuts down and then goes into rebooting boat is still running though the whole time. Can only run 2 pumps at a time.

Saw a freinds 13-G23 do similar few weeks ago. His actually popped up and asked the ballast question and he chose no. When he did the screen basically shut down and had fuzz all over it. It was completely blury basically and couldn't see much on it. His dealer wanted him to send them $2500 or so for a new screen and I talked him into calling my dealer, and needless to say they had him send it to Nautiqe for bench testing.
He overnighted the screen they had it for a day or so and overnighted back free of charge. They called it a software update and didn't bill him, so perhaps this is your issue?
On another note what is your battery levels when running these pumps? May be a voltage issue that shuts the screen down. I'd check battery voltage before sending off!

Yep, my first thought is that your battery is low or going bad. Are those the original 2013 batteries? If so, I would replace them both, 5yrs out of a wet cell battery is pretty good and you are tempting fate. Do you check the water levels once a year and keep batteries on a marine maintainer when not in use?
