    Problems after running out of fuel

    I have a 2002 PCM 350 motor and last Friday night my wife and I went out for a late night cruise, knowing that I was very low on fuel. We of course ran out of gas, and got a tow back to our place. Next morning, I filled the tank but the engine wouldn't start. It cranks over fine, just never fires. So I started troubleshooting:
    1. Remove fuel control cell and verify its full of fuel and fuel pump connectors are in place. (sometimes they come off when removing the cannister)
    2. Check fuel pressure at Schrader valve with ignition on and when cranking. (30 psi)
    3. Verify fuel pressure at throttle body intake line with ignition on and when cranking. (visual test, plenty of fuel)

    Still the engine wouldn't crank over.
    I then swapped the two relays behind the ECM and it fired right up. Although I would think if one of the relays was bad, it's failed state would have moved to maybe the starter not spinning. But everything seemed fine, dropped it off the lift and went around the lake. However, when returning to the lift, I noticed the idle surging up and down a few hundred rpm.

    I then went to the local inboard dealer and picked up 2 new Hella 12193611 relays. Installed both and the engine won't start again.
    Visually, fuel isn't spraying from the twin injectors located above the Rochester 2V throttle body.

    Next steps:
    I plan to return tomorrow night with my timing light. I'll crank the motor and check for a strobe on any cylinder, which should verify I'm getting spark and hence a ignition signal to the ECM. I'm only guessing, but I believe if the ignition isn't firing, the ECM won't turn on the injectors.

    Any help/direction would be appreciated.

    Apologies for any confusion. The engine always spins (cranks over), just doesn't fire.
