I am trying to replace the plastic pieces that go between the swim platform and the hull where the lifting hooks are. What are they called or what’s a link to them??

Those are called transom cups.

Yes, it is getting sanded and refinished. The PO left it pretty neglected.

Those get removed sometimes if the previous owner was trailering it all the time - mine was that way, too. It's easier to use the transom tie-down straps with those cups removed. But you do get water splashing up through there more, too.
