95 nautique proboss gt40 lacks power and won’t rev beyond 4k

i have a 1995 ski nautique with the 5.8 pro boss gt40. It’s got a brand new motor with less than 20 hours on it. Starts and runs fine, just doesn’t have the power that it should have. I had a 89supra conbrio prior to this boat and it was significantly faster and more powerful. There has to be something wrong with it. I have seen many posts about these engines being pretty difficult to diagnose. The big red light is on even though the gauges read fine. I was wondering if that could be the reason why it doesn’t have the power it should have. Plus it only turns about 3500-4000 rpm. In my estimation the power of this boat should be impressive and simply is not. So, my thoughts are to change the sending units for water and oil that work that light. Any other ideas??? It’s got the original prop, and I know it needs to be changed out for the acme, just haven’t gotten to it yet.

good place to start. I believe if the lite is on you are in limp mode. I didn't think you could get 3000 rpm in limp mode???
