so when I bought my boat a 2006 226 it came with this scratch/gouge that had been repaired but not color matched well at all how would I go about matching this propelry?
It sits under the waterline but on the trailer it's visable.

While I am at it how do I get rid of the water/stains in the hull tried a lot of different polishes with no luck.

Spectrum Colors has gelcoat patch kits to match your hull color. I have used their product and have been pleased with the results.

You'll need to grind out the wrong color gelcoat and use what GMLIII recommended.

Those aren't water stains, those are areas of oxidation in the blue. You'll need to wet sand and polish those with the appropriate products.

Mike Phillips on Autogeek.net has a good marine detailing book. It is worth its weight in gold if you are new to gelcoat.

You might be able to knock out that oxidation with a rotary and a course wool pad followed by a finer pad and polish with an orbital to take out the rotary holograms. But you might need to use something like these and wet sand, however:

I see the spectrum gel repair kits on nautique parts now the challenge is to figure out which blue i have is there anyway of looking that up ?
The dealer that sold me my boat must have some majic product that they use to mask the oxidation because as soon as I used the boat those marks appereared, two weeks at Lake Havasu in the marina, i would think that it would not oxidize that much in 2 weeks.

By the way, to do this right, you could pull the vinyl graphics off the side and replace those too. That'll cost a little more, but you'll get a full buff and have new graphics too.

So i tried a small section of wet sanding today, used 1200g and then 3000 and polished it and waxed it looks pretty good hard to see in the pics but much better

Did about an hour of wet sanding with 20 min of polishing does not take to long to get thru it, my boat might have a mild case of oxidation, did almost one side , have been messing around with the tequniques to see how it is better.
Hull looks pretty good for a rookie.
