I was pulling somone on a board and making a turn under power and I felt the steering wheel jerk and then the rudder was stuck full left despite where wheel was turned, the rudder was able to be moved by hand but steering wheel is completely dead. The rudder is cable driven right? Does this sound like it needs a new steering cable ?

It is very unusual for the cable to break. Check the attachment at the rudder. Don’t cables have adjustment nuts on them? Maybe one of this broke loose. It would be back near where cable attaches to rudder

Not sure how Nautique does their steering has I haven't worked on the steering on one yet but every other inboard I've worked on has a clamping block just upstream of the tiller arm. If the clamping block was not tight or broke this would allow the cable to slip one direction or the other effectively creating your issue. Sine you say the cable is still attached to the tiller arm, this is the first place I would look.
Another trouble shooting test I would preform if the clamping block looks good would be to disconnect the cable from the tiller arm to see if the wheel still move the cable end in both directions. This will tell you if the cable somehow snapped internally which as Jeff states would be very rare indeed.

Yea agreed. It's a very simple system. The steering wheel has a gear on the back that meshes with a rack. The rack is attached to a cable. The end of the cable sheath is locked in an adjustment block that allows for evening out the rudder throw side-to-side. The inside cable is attached to the tiller arm on top of the rudder shaft.
You're going to have to do some fault isolation and figure out where the problem is.
