Restoring Gauges

I recall a post (I think from Jeff) about re-painting the needles on his gauges, but I can't find the thread. Can someone point me in the right direction?

1) What paint is used and where to source?
2) Do the outer lenses come off simply?
3) My analog clock gauge is yellowed over. Can I restore it like I do plastic headlamps or is it possible to just replace the lens?
