Switch under the dash is on the off position, back in engine compartment levers set to close. This said it still fills while I’m running. Other 2 don’t do this, just the starboard side. Thanks I’m advance.

Switch under the dash might be broken. All my were and I removed them. The valves that close in the back sometimes don’t close all the way in my experience. My starboard tank does the same and drove me nuts. I installed a pvc ball valve behind it and close that if I won’t use the ballast at all. Otherwise, just periodically turn drain on. Mine doesn’t fill very fast

All info points to the valve controlled by the dash failing And or maybe popping loose. Those gates were prone to failure

My starboard dash knob is definitely broken. But there's manual levers in the engine compartment to open/close the starboard/port ballast tanks. It looks like the dash knobs tie in behind the manual levers, so it shouldn't matter if the dash knobs are broken...if the manual levers are indeed closed. Like homer says, the manual lever must not be closing all the way.
