Ballast pump shenanigans

I’m having a ballast draining problem....
09 216v TE. Port side ballast will fill but not drain. I swapped the connector with the belly pump and it works in both directions. Iv
Done some digging but can’t find what controls the reversal of the pump. TIA

The pump reverses by polarity. There are two wires. Whichever carries positive determines direction. Sounds like the switch is bad. You should be able to hook a voltmeter to the connector and confirm. You should get 12v in one direction and -12v in the other.
