No. But when you press Start the second time, and have BOTH red lights on, the guages will come on, the check engine light, and the hour meter will start adding then.

i was told by perfect pass that the perfect pass module has to read RPMs in excess of 700 to start adding to the engine hour counter...

is there any truth to the 700 rpm story?

I've seen people that wire in stereo's incorectly, and as a result the hour gauge does run while the boat is off and the stereo is on. Just something to watch for if you go that route.

My understanding is this. The "hour" gauge on your dashboard, in the factory tach does not have a clock or timer in it. The engine computer keeps track of running hours, and transmits that as data to your gauges, through a black box. The computer knows if the engine is running, and adds hours when the motor is running. The perfect pass also has a computer in it, and a clock. It keeps track of the time the engine is running. I could be wrong, on the perfect pass part, but I think I am right about the engine.
