1997 Ski Nautique ( Won't Crank) - is there something else I need to check?

I bought this boat (1997 Ski Nautique) from my distant neighbor, the boat has been beat up in sun and rain for 5 years, some water in the bilge, rusted at most of exposed components, like screws, mounting, alternator and starter also rusted and frozen. there was some water inside when remove drain plug (It is worth mentioning that I am in California so no Freezing concern just water rusting). I went through a series of replacement, new battery, new fuel filter, oil change, new spark plugs, clean and blow out carburetor (mild dirty but no rust), new starter relay, new starter, I also blow out and clean all the connector, fill with new gas (it was completely out). When hook on the new battery, all LED lid up, gauges are all work, when I turn the key a short humming sound like it fuel pump or something, but when I turn the key to start, I heard a constant clicking noise from the EMC unit, heard the starter relay click but no crank. Can anyone help me... I am newbie to boating and very much like learning ABC with this.

Thank you in advance for any help..... this is a great forum like many others....always learn lot more than trying to get some help from manufacture or tech support.

Start at the battery remove and check all connections pos and neg all the way to the starter. Bend the battery wires if they crackle they are full of corrosion and need to be replaced. Make sure the engine is not locked up.

The clicking you hear is most likely not from the ecu there is nothing in there that would click. It's usually one of the relays close to it. One is fuel pump the other is ignition.
The starter has the big helper relay close to the ecu under the plate. It provides the power to the starter.

Thanks Peter6000 and NautiqueHunter, I will definite check the power cable to see if it is corroded, and will find out what that relay clicking sound is, Relays should not repeat click right? They are either engage and disengage, right? I also noticed something else, the dash board button are all lid up when I switched the battery from Off to On (the big giant Red Dial underneath the dash board) even without the key in the ignition, Is that normal?
