Is this common? Will I have to use Ballast to correct this? Any suggestions?

Yes common problem . Throw 200 lbs of ballast bags under the observer seat and see if that corrects the problem . If not add another 50lbs .
I have a G23 and I have 250 lbs of ballast under the observer seat at all times . No lean problem
When does it lean? All the time, only at certain speeds, etc.? Neither my 2018 nor my 2020 G21 lean much. I do use lead to counteract the prop torque and the weight of the driver (and for the surf wave), but if I didn't surf I wouldn't have considered the lean as something noticeable enough that needed to be fixed. Is it possible that your ballast sensor(s) are bad and you have ballast in the starboard bag? Bad sensors are a known problem, and I think your 2019 likely came with the older style. Good luck.
Boat leans all the time and is very noticeable. I will check out the ballast censors. I can add the extra ballast bags if it’s not ballast censors. Thank you for your help.

Very likely adding steel shot ballast bags will solve your lean problem. Easy fix

Twarren - your description sounds to me like something is not right. I'm still thinking your boats holding water in the ballast. Either way I hope it's an easy fix!

could you test this by seeing if any water comes out on trailer or in the lift?
Could be the problem but I tried that on my 2017 G23 as it was leaning to the right and it did not help. Once I put the 250 lbs of steel shot ballast bags under the observer seat it quit leaning to the right.
