2005 SV211 Switch Panel question -Troubleshoot Starboard Ballast tank not emptying

When I press and hold the Starboard ballast button, it does not go to a blinking state and the pump does not turn on. The Starboard hard tank fills with a short press of the button. Additionally, when I press and hold the Courtesy light button, it does not blink and the docking lights do not turn on. The courtesy lights do come on with a short press of the button. Do I have an issue with the switch panel or do I have issues with the with the systems I am trying to activate? All other buttons on the panel work correctly. Before extensive troubleshooting, I wanted to see if this is the expected behavior of the switch panel to not blink if the system it is trying to activate is not working.

If the issue is not the switch, I have the OEM ballast system. What components do I need to look at (relays, pumps, etc.)? I already tried a jumper to bypass the sending unit and it had no effect. Also the tank gauge shows full so I don't think its the sending unit.

At some point, I will replace the hard tanks with bags and upgrade the ballast plumbing. Besides the benefits of being able to add more weight, have more storage when not using ballast, and having better access to the engine, I would like the tanks not to fill when not in use. They seem to fill up even though I have the valves closed in the engine box. For now, I would like to get what I have to work and the starboard tank to empty.

    Thank you.
